Which of the following most accurately describes the problem?

PARKING meter schemes are aiding the driver trying to deliver goods, according to Mr. R. E. G. Brown, London Secretary of the Traders' Road Transport Association.

Saying in his monthly newsletter that it is clear that not everyone yet appreciates why the T.R.T.A. supports meters as a method of controlled parking, Mr. Brown adds that uncontrolled parking means that many streets are choked with stationary vehicles mostly belonging to all-day parkers.

The visiting driver who wants to deliver goods or make a sales or business call thus has to drive hopelessly around the block looking for a port of call.

" The goods vehicle driver is often driven to double-banking. Apart from the effect on traffic generally it is all desperately frustrating and, of cours very costly.

"No one who has studied the are where parking meters have been oper ting for some time can doubt the success."
