Which of the following most accurately describes the problem?

Safety has become a key issue, partly driven by various press reports. The Times has launched a campaign to protect cyclists, with the newspaper seemingly pointing the finger at tippers in particular.

Blue chip aggregate/tarmac hauliers have become more conscious of the dangers to cyclists and pedestrians and these companies are now either specifying or considering the inclusion of side guards on the kerb side of vehicles – despite tippers being exempt from this regulation. Some companies are also specifying multi-cameras with full, 100% operation while the ignition is on to ensure maximum awareness of what is happening around the vehicle. FM Conway, for example, operates many vehicles equipped with multi-cameras within the central London area.
