Which of the following most accurately describes the problem?

pAY negotiations on behalf of 100,000 company busmen made a little progress this week when the special subcommittee appointed by the National Council for the Omnibus Industry met for the first time in London.

The employers' representatives agreed to step-up their previous offer of 6s. a week all round by Is. This, however, was not enough for the union men who had agreed a settlement of 8s. 9d. a week in the parallel claimfor 70,000 municipal busmen. They therefore turned down the offer as "unacceptable" and the talks were due to be resumed yesterday.

There is little doubt that the employers will have to raise their offer again to bring it more into line with the municipal employers. The two groups of busmen have been treated roughly equally for the past few years and the unions will hardly be able to accept any settlement which is substantially less favourable.

Any agreement reached by the subcommittee will have to be reported back and confirmed by the full national council and on the union side further endorsed by a delegate conference of men from the six unions involved.
