Which of the following most accurately describes the problem?

The southern coast of India was hit by the great tsunami, killing at least 8,000 people and leaving 140,000 more homeless. The Indian government declined international help in the immediate aftermath, saying it would be able to cope with the disaster. And while it has got on with the rescue and rebuilding operation, it has also received help from Indian companies.

Tata Motors is one of those donors; it was particularly keen to help as some of its workforce lost friends and family in the disaster. Its staff decided to donate a day's pay to the relief effort, and the company matched its employees' donations.

Tata also has a low-profile emergency response train which travels to areas in need providing medical help, and this was dispatched to the disaster area as soon as possible.
