THE LOAN OFan 0-licence to an unlicensed operator has cost the licensee £500 in fines and costs.

Baden Powell Wright, of Staines Road, Ilford, admitted the offence when he appeared before the Harlow magistrates. He was fined a total of £250 with £250 costs.

Anthony Ostrin, prosecuting for VOSA, said that a vehicle which was stopped in a roadside check was displaying an 0-licence identity disc in the name of Wright when it was clearly being operated by another person. The display of the disc gave the impression that the vehicle was being operated by Wright when this was not the case.

When interviewed Wright had admitted that he had lent the licence to the third party but had said that he did not realise that by doing so he was committing an offence.

Wright should clearly have known that he could not transfer the licence to a third party as it was personal ised in his name. On application to the Traffic Commissioner for a licence it would have been made clear to him that the use of it by a third party was forbidden. Basic common sense would indicate that a personal application for such a licence could not be transferred. It was totally contrary to the principle of the licensing system, Ostrin concluded.

Wright apologised to the court and said that he had learnt his lesson and would certainly not do anything like this again.
