Which of the following most accurately describes the problem?

A LIMITED company that had been wrongly operating under a sole trader licence for the past 12 months has been granted an 0-licence of its own.

John Ross, trading as Gap Scaffolding, of Barrowin-Furness, with a three-vehicle licence had been called before the North Western Traffic Commissioner Beverley Bell at a Lancaster disciplinary inquiry because of maintenance problems. The company escaped without any action against its licence after its directors agreed to attend an operators' seminar.

Prior to the inquiry the firm had applied as limited company Gap Scaffolding (North West) Ltd for a sixvehicle licence and was seeking authority to enable it to continue to operate.

The TC said the old licence for the sole trader Gap Scaffolding must go if she were to issue a new licence for the company, Gap Scaffolding (North West) Ltd.

After examining the company's maintenance records produced at the hearing, vehicle examiner Tony Wilson said that problems he had found appeared to have been rectified.

Ross said they wanted to operate five vehicles, with one spare. He had not attended an operators' seminar as the business had grown rapidly.

The TC said that new operators who did not attend a seminar often ended up at public inquiry after getting it wrong.

Ross gave an undertaking that he and his fellow director would attend a seminar in the near future.

The TC revoked the old licence and granted the new one following that undertaking. She directed that a further maintenance investigation be carried out within 12 months.
