A WELSH FARMER had his licence curtailed for the second time for maintenance problems, including loose wheel nuts and a poor test history.

David Bebb of Welshpool has received a final warning and faces revocation unless he can produce satisfactory financial evidence by the end of the month. His licence was cut to two vehicles and one trailer and suspended for a month by Welsh Traffic Commissioner David Dixon at a Flint disciplinary inquiry. Bebb's licence had been curtailed to four vehicles and three trailers at a public inquiry in 1998 where maintenance was also an issue. In addition, Bebb was sent a warning letter in 2004.

Vehicle examiner Philip Carson said two immediate prohibitions, both serious, and a delayed prohibitions had been issued to Bebb's vehicles. One vehicle had seven wheelnuts so loose that wheel detachment was imminent. The annual test history was very poor, with nearly every vehicle failing on first presentation. The maintenance facilities were very basic, with a short inspection pit outside.

Bebb disagreed that the wheel with the loose wheelnuts was likely to come off, saying it had only taken two turns to tighten them up. He had checked the wheelnuts that morning and he had only travelled 20 miles before being stopped. He also disagreed that the maintenance facilities were very basic. He said the vehicles had not failed their annual tests for anything major— there was nothing he could have done about a prohibition issued for brake defects.

Bebb said there were only two vehicles in use, which he drove himself. He did not intend to employ drivers again as it was "too much hassle". He undertook to have his vehicles inspected every six weeks by an independent contractor at their premises.

The TC gave Bebb until the end of the month to produce satisfactory financial evidence or face having his licence revoked.
