Which of the following most accurately describes the problem?

THE FREIGHT TRANSPORT Association is calling on the government to freeze fuel duty and maintain diesel price stability while there is a fluctuation in oil prices.

In its submission prior to the Budget on 16 March the FTA says that while the high price of oil is felt by all countries, the UK trans port industry continues to face a tax burden far greater than its Continental competitors.

It also wants the government to reveal its full plans for Lorry Road User Charging — many operators fear they will be forced to pay for the initial set-up and operation costs. The FTA believes the cost of LRUC should be spent on improving the roads network to cut congestion.

But if the LRUC scheme is to go ahead the FTA wants to see a phased introduction of the fuel duty rebate ahead of the rollout of the charge itself.

It also supports incentives for using more environmentally friendly engines. Road Haulage Association chief executive Roger King agrees: Our number one priority is for fuel tax to stay at its current level.

"Obviously we would like to see it cut but that is wishful thinking. We would also like to see more investment in the roads programme," he says.
