RESIDENTS' OBJECTIONS that led to the rejection of a planning appeal have also persuaded a TC to stop a construction firm operating from two sites.
South Eastern & Metropolitan Traffic Commissioner Christopher Heaps had originally granted Surrey-based Cloghan Construction Services authority to operate from two sites, subject to a number of environmental conditions. The company had sought a licence for two vehicles to be kept at Fordwater Road, Chertsey, and another two at Pleasant View, Woodham. It was operating from both sites under interim authority
Surrey County Council opposed the use of both sites; the use of Pleasant View was also opposed by Runnymede District Council and local residents.
Granting authority for two vehicles to be based at Fordwater Road, the TC said he remained satisfied that it was suitable for use as an operating centre on condition that vehicles enter and leave in forward gear and by turning right.
Refusing authority for the use of the Pleasant View site, the TC said that since his provisional decision two appeals by the company against enforcement notices issued by the district council had failed.
The alleged breaches of planning control were a change of use from a residential property to a mixed commercial and residential use. Having considered the evidence, including that of the issue of a private C Carriers Licence in 1957 which was valid until 1962, the Inspector dismissed both appeals and upheld the enforcement notices.
