for international haulage, Mr Rodgers said that "The British Government decided in 1974 to encourage the transfer of freight traffic from road to rail.
"Steps have also been taken to provide fairer competition between road and rail movement through increases in tax on heavy vehicles and on diesel fuel," he said.
He was answering a question which asked for comment on a West German suggestion on the use of under trafficked railways instead of roads. Mr Rodgers 'said that problem of traffic congestion in Germany was particularly relevant as it was a transit country.
Mr Rodgers added that the whole question of traffic congestion in transit countries and under-used railways would be discussed at a Council of Transport Ministers meeting next month.
