Which of the following most accurately describes the problem?

QPECIAL arrangements announced by Customs }`) and Excise in February, 1965, stipulated that in the case of certain goods required to be exported under revenue control and packed in containers by transport operators independent of the exporter. Customs normally would require only a small proportion of the containers to be opened at shipment.

These special arrangements will continue, but in addition a substantial reduction will DOW be made in the number of containers that other operators will be required to open at shipment if they will (a) endorse the related shipping bills, "Goods packed into container No "; (b) furnish a list of the contents of each container showing the marks and numbers of the internal packages, the quantity and description of the goods and the reference numbers of the related shipping bills; and (c) pack drawback and other goods under revenue control in an accessible position.

• Foreign-owned transport containers temporarily hired from abroad by UK traders solely for filling with export goods and re-exportation may in future be imported without payment of Customs duty, provided that certain requirements are fulfilled. Further information on these concessions may be obtained from any office of Customs and Excise.
