Which of the following most accurately describes the problem?

A DERBYSHIRE HAULIER, who sold his haulage company for £1 and whose current operation had vehicle maintenance problems, has to wait to see whether he will retain his licence.

Ripley-based Richard Dobb, trading as EC Logistics, with a licence for three vehicles and three trailers, had been called before North-Western Deputy Traffic Commissioner Tom Macartney. The company was seeking to upgrade the licence from national to international.

Vehicle examiner Cameron Smith said he had examined one vehicle and one trailer in January, issuing a delayed prohibition for worn tyres. Stated inspection periods were not being adhered to, two of the three vehicles going as long as 12 weeks between inspections. Of three vehicles presented for annual test in the past 12 months, two had failed on initial presentation.

Smith agreed that he had been told that Dobb had been having trouble with his maintenance contractor, who was two months behind with the paperwork.

Dobb said he supplied traction for TNT, adding that he now physically collected the inspection records from the maintenance contractor himself.

He had been a director of the haulage firm Dobross, which he had decided to close after his father retired and because of the financial problems in general haulage. All the creditors had been paid off and he had resigned as a director. He was paying off a guarantee at the bank at £1,000 a month, he said.

Dobb added that he was seeking an international licence due to the fuel costs in this country and the fact he had been offered work to Spain.

Admitting that he had sold Dobross through an advert in CM for £1, Dobb said he did not know what that company was doing. He "just wanted rid of" it and had not had any financial gain out of it.
