Which of the following most accurately describes the problem?

A LEICESTERSHIRE haulier has been fined £62,000 with £2,000 costs for illegal dumping.

RC Deacon of Lutterworth admitted a series of breaches of the Environmental Protection Act 2000 during a hearing before Market Harborough magistrates.

The court was told that following a warehouse fire in 2005, RC Deacon had been sub-contracted to take away 2,000 tonnes of waste.

But when the first of the 100 lorry loads of ash, metal, wood and plastic arrived at the landfill site it was turned away as there was a danger that the watercourse could become contaminated.

Part of the waste was then spread illegally on land belonging to a farmer, the court heard.

In mitigation, it was said RC Deacon had understood that the main contractor had tested the waste and found it to be safe.
