Which of the following most accurately describes the problem?

RfP is how many people will participate in the project, either directly or indirectly? As reported in CM two weeks ago, few operators seem interested or aware of the money available through the RHMF.

Even the government acknowledges the fact; in a recent written parliamentary response, Transport Minister David Jamieson confirmed that "demand has been disappointingly low". Ironically Roderick reports that the training sub-group "spends every penny they allocate us, and we've out-performed the Modernisation Fund as a whole—but we will keep asking for money as long as we can

improve our industry". Yet so far, little more than £2m has been spent from the overall £14m put aside for training in the industry. Judith Ritchie from the DfT says: "The money has been allocated to this particular project and we are hoping that it will be rolled out and the industry will take it up."

Roderick describes lifP as "a pump-priming exercise" requiring whole-hearted participation if the industry expects to reap the full benefit. "We can take horses to water—if they don't want to drink there's not an awful lot we can do about it. We need to make a breakthrough with the small haulier as they often don't look outside their own environment"
