Which of the following most accurately describes the problem?

receipt of small PI consignments for vessels loading at India and Millwall Docks has been closed by the Port of London Authority. The Manufacturers' Transport Group, West Middlesex Area, representing 23 ancillary users, have told the P.L.A. that they deplore the need for closing the depot, but consider that the charge made at the inception of the scheme was prohibitive.

With the opening of a depot at No. 7 Shed, South Side, Royal Victoria Dock, and a more realistic attitude towards charges, the Group think that the trading public will make wide use of the facility and they hope that the closed depot will be re-opened. The M.T.G. will not, however, use the facilities, as they are entirely satisfied with the service given to them by Beck and Poll itzer.
