Which of the following most accurately describes the problem?

IN a reply to the Traders Road Trans.' port Association about the wording of Construction and Use regulations on the basis of measurement for forwardprojecting loads on attics, the Ministry of Transport has said that it does not favour making untidy amendments (e.g.. substituting borne by " for "rests on ") at' present, but will note the points raised by 'f.R.T.A. when the Construction and Use regulations are next consolidated.

The Ministry confirms that the inference drawn by the T.R.T,A. (that such loads can, in the absence of specific exclusion, be measured from the front of the tractive unit) is reasonable, and thinks that a court ruling in the opposite sense is extremely unlikely.

The relevant sections are 105 (1) (d) ii and 106 (3 and 4).
