WHY IS IT IMPOSSIBLE to get an answer to my question: why are the higher rate penalty charges in London being increased by £10 to £130, while the lower rate remains static (£50 less than the higher band rate)?

This emanates from the consultation that took place last year, when there were 97 responses. Of these, 41 were individual people and 10 individual businesses.

The consultation summary states: “It is important to remember that individual businesses and people are self-selecting and do not constitute a representative sample.” These groups accounted for 52.6% of the responses. This while the Freight Transport Association (representing many thousands of operators) and the Brewery Logistics Group (whose members collectively make 1,000 vehicle deliveries in London weekly) are only counted as two respondents.

I am concerned this latest increase means that a CV driver has had a 30% increase in penalty charge notice (PCN) ines since July 2007, which is grossly unfair and unjustiiable.

As no answer has been forthcoming to my question, one can only assume the higher rate is increasing as a revenue raiser, because this higher band rate accounts for some 75% of all PCNs issued.

If anyone has the answer to the question, and there must be someone, somewhere who can justify why this has happened, I would be pleased to receive the answer. Mike Bracey Chairman Brewery Logistics Group
