Which of the following most accurately describes the problem?

Keywords : Denby, Vignette

Didc Denby, MD of Lincoln-based Denby Transport, who buys 70% of his fuel on the Continent thinks is a good idea. This would add about 3% to the cost of our international hauls, but probably 4% or more to foreign operators costs. I would hope that if this ever became a serious proposal, the government will ring fence the extra revenue to give a rebate to truckers on their diesel bill, as happens in France and now Belgium."

Julian Arnold, boss of Kent-based TLC European, says he cannot see the scheme working: "I don't think Customs has the resources or theme to check everyone leaving the docks. The best thing the government could do is introduce a vignette system like they have on the Continent. If a foreign operator is stopped and hasn't paid they have their truck impounded until they do pay"
