put to the Government, including 44 tonnes on six axles for all vehicles. The decision to confine 44 tonnes to vehicles travelling to and from railheads: "will be reviewed in due course", says the deregulation toskforce. Also, the proposal to give operators the right to downlicensing by declaring that a vehicle will carry not more than a specified weight will be reviewed in March. The only other piece of proposed legislation affecting hauliers included in the Deregulation Bill are changes to be made to the 0-licensing system, the most significant of which is the move to continuous licensing (see News Analysis CM 24 February-2 March 1994}
