Which of the following most accurately describes the problem?

THE chairman of the Road Haulage Association's long-distance group, Mr. J. E. Kirby, has written to members reminding them of its principle of mutual aid in the case of vehicle breakdowns. For in recent years members have not seemed to be so keen to help each other.

They are asked to make a special effort to revive the co-operative spirit and to detail facilities they are willing to make available to other hauliers, such as parking space and breakdown services.
