The Minister of Transport has selected Mr. John Else, LL.B., for appointment as chairman of Traffic Commissioners and Licensing Authority for the West Midland Traffic Area in place of Mr. W. P. James, who is retiring from this post to join the Air Transport Licensing Board. The effective dates of Mr. James' retirement and Mr. Else's appointment will be decided shortly.

Mr. Else, who is 49, is a partner in a firm of solicitors. Apart from his war service and a short period spent as assistant solicitor with the L.C.C., he has practised in the Birmingham area since 1934, where he has gained considerable experience of transport law and in parficular of the working of the Road Traffic Acts in the West and East Midland Traffic Areas.

Mr. Else is at present vice-chairman of No. 6 (West Midlands) Legal Aid Area and a member of the Mental Health Review Tribunal and of the Council of Birmingham Law Society.
