Which of the following most accurately describes the problem?

Wincanton's Sullivan says the model of large distribution and consolidation centres could be changed by high carbon prices, "There may be a point in the future where it is too expensive to do it. Around London, you might have lots of small distribution centres with a direct feed in to the city. If the carbon price goes so high, a more localised model may make sense but that is theoretical, something for the future."
