II New Forest District Council and local residents have failed to prevent Ings Transport winning authority to operate nine extra vehicles.

But Western Traffic Commissioner Air Vice-Marshal Ronald Ashford has imposed environmental conditions on the company's licence.

Ings had applied to add the vehicles to its licence for 16 vehicles and 20 trailers, based at Fordingbridge, Hants. Christopher Elliott, the council's area planning officer, said the site was on the B3078 just outside Fordingbridge. That road was unsuitable for use by commercial vehicles of the sort operated by Ings, and there had been considerable environmental damage.

Residents said they were concerned about Ings' vehicles causing vibration, damage, dust and noise. Two said that vehicles passed their houses in the early morning, waking children, which meant that the whole family had to get up. They agreed that no complaint had been made to Ings or the local authority.

Director Allan Ings said the company's pattern of operations had changed substantially since 1988. It was now doing much more traction with more international work which required the extra vehicles.

He produced figures showing a substantial reduction in the number of vehicle movements in and out of the site. In reply to Elliott, he said it was impossible to guarantee that the operation would not change, but the application was based on the company's expectations.

Jonathan Lawton, defending, argued that the B3078 was designed to carry commercial vehicles. He said it was accepted that Fordingbridge was a small, old, town with traffic problems, but that was outside the Commissioner's considerations.

Ashford imposed conditions that no vehicles enter or leave the premises between 21:00 and 03:00hrs; that the monthly vehicle movements do not exceed 400; that between Tuesdays and Fridays no more than four vehicles may leave before 07:00hrs, and on Mondays no more than 12 vehicles may leave before 07:00hrs.
