Which of the following most accurately describes the problem?

PLANS by the Greater London Council -to introduce a permit scheme for heavy goods vehicles demand very close examination.

Its architects suggest that the scheme will reduce substantially the number of vehicles entering London daily. The present total is estimated at about 200.

Two aspects of the plan give cause for concern. NI figures have been produced to show the actual numbers of vehicles entering London. Surely such a scheme cannot be designed out of approximations?

There is also the question of cost. What will it cost to administer and police such an operation? Again, it seems that there are no figures available.

And what is a substantial proportion of an approximate 200? Before the G LC transportation committee returns to the council with its final plan, it must do its sums.

Already the FTA has declared its intent to fight the scheme. It will not stand alone.
