Judge Desmonde Windle recently dismissed 300 parking summonses when he ruled that the state had failed to prove the proper legal ownership of the offending vehicles.

It brings to 1,800 the number of such cases that the judge has thrown out, because he wasn't satisfied that enough checks had been made when the vehicles were registered.

Talk about the luck of the Irish!
