Which of the following most accurately describes the problem?

• Transport secretary Sir George Young (above), has ruled out introducing road charges in congested urban areas following a three-year research programme costing £2.7m.

The study found that existing technology lacks the necessary accuracy and reliability to make congestion charging an option for the immediate future.

But Sir George says that in the longer term the idea should still be considered as a way of reducing congestion and the environmental impact of traffic.

The study, by the MVA consultancy, looked at the implications of congestion charging in London. Similar research has been carried out in Cambridge.
