Which of the following most accurately describes the problem?

" NO additional vehicles will be put on the road, and no haulier will be deprived of his traffic if these applications are granted," was how Mr. T. H. Campbell Wardlaw on Wednesday opened the application, set down for a three-day hearing in Edinburgh. by the House of Fraser group of companies, before the Scottish deputy Licensing Authority. Mr. Ivo Townsend.

Altogether. eight applications were before the Authority; by House of Fraser, Ltd.; Binns, .Ltd.. Edinburgh; Patrick ThoinSon. Glasgow; Benzie and Miller, Ltd., Fraserburgh; and J. and A. Ogilvie, Ltd. Aberdeen. Twenty objectors. were represented, including the B.T.C.

Mr. Wardlaw told the Authority that the first application by House of Fraser involved a new B licence for 40 vehicles. subject to the surrender of C licences. They wished to carry goods of any description for associated companies "any distance." The other applications were all to vary B licences.

"One of the basic reasons for the applications is that, if granted, it is hoped it might be possible for House of Fraser, who control all the other companies, to operate a lesser number of vehicles," he remarked, At the moment, he continued, due to the licence structure of the company, no full measure of co-ordination could be achieved. As an example, it was possible for two vehicles belonging to two sister companies to be delivering goods to the same house in the same street on the same day.

At the time of going to press, the court had adjourned to allow the objectors to consider whether or not there was any chance of modifying the objections. ,
