raRITICISM has been voiced of unnecessary delay in announcing decisions on appeals by Altrincham Coachways, Ltd., and Whcatleys Garage (Patricroft), Ltd. Both cases, which related to the merging of separate excursions and tours licences in adjacent districts to common destinations, Were heard last November.

It has been pointed out that the time taken to arrive at a decision is getting longer. The seven months required in these cases has caused the operators concerned the loss of a full season's working.

The Minister of Transport, who allowed the appeals, made it clear that hc agrees with the North Western Licensing Authority that the possession of two or more licences does not give the holder any presumptive or inherent right to link services. Each application must be justified on its merits.

Decision on Wheatleys' appeal was given in The Commercial Motor last week.

SHOULD OPERATORS PAY FOR SHELTERS?

INFORMAL discussions are to take -1 place between representatives of the County Councils' Association and the Ministry of Transport on a suggestion that responsibility for the provision of bus shelters should rest with bus operators "as ancillary to their services."

This follows a suggestion by Nottinghamshire County Council which called for every effort to secure legislation requiring operators of public-service vehicles to make fixed contributions towards the cost of erection of each individual shelter for which there was a genuine need.

The highways committee of the Association had earlier decided to seek information from county councils about the position in their areas so that the matter could be fully considered in March next year.

NO REGISTER OF DRIVERS

A PROPOSAL that a register should 11 be kept of drivers who left the service of an employer without giving a week's notice had not been proceeded with, the chairman, Mr. R. S. Harrison, said at the annual meeting of the Liverpool Cart and Motor Owners' Association (Liverpool No. 1 sub-area of the Road Haulage Association).

He said that the management committee had given the proposal careful consideration, but it was decided not to go ahead with the suggestion because of the legal implications that might be involved.

Fourteen new members had joined the Association during the year, and the total membership now exceeded 300.
