Which of the following most accurately describes the problem?

FIVE vehicles were added to the B licence of Transport (Bristol), Ltd., Cattle Market Road, Bristol, by the Western Licensing Authority last week. The vehicles were under contract-A licence with the London Central Meat Co., Ltd., Northampton, but the applicants wished to carry under B licence for Messrs. Towers and Co., Messrs. Thomas Borthwick and Sons and Mutual Meat Traders, Ltd., in addition, within a 225-mile radius.

Mr. T. D. Corpe appeared for a large number of objectors, all members of United Carriers, Ltd. He suggested that Transport (Bristol), Ltd., had built up a substantial business as newcomers to the industry by quoting rates lower than those offered by members of U.C.L., and that it was not until April, 1956, that the applicants brought their rates into line with those of the U.C.L.

Mr. John Thomas, of Messrs. Towers and Co., meat importers and wholesalers, admitted that members of U.C.L. gave satisfactory service.

After an . interval, the conflicting parties came to an agreement, upon which the Authority congratulated them. Operation of the five vehicles for the London Central Meat Co., Ltd., and for Mutual Meat Traders, Ltd., was sanctioned within 225 miles, and for Messrs. Towers and Co., and Messrs. Thomas Borthwick within Somerset, Devonshire, Cornwall and Bristol.
