Which of the following most accurately describes the problem?

WAS Cecil Parkinson, Paymaster General and chairman of the Conservative party, speaking of Peter Thompson, director of the National Freight Consortium, when he said "His kind of entrepreneurial drive and enthusiasm was like a breath of fresh air blowing through an economy which had become moribund from the effects of socialism and state handouts"?

In fact he was referring to Sir Freddie Laker. The sentiment, however, applies equally to Peter Thompson, except that he knows the difference between fresh air and a howling (over)draught from which one is liable to catch one's death of cold.
