Which of the following most accurately describes the problem?

AN ALTERNATIVE version of the proposed restructuring of the Road Haulage Association was due to be discussed at a national council meeting in London this week.

East Midland area members, who have expressed a preference for their area to be retained intact along with its recently-opened Nottingham office, have drawn up an alternative scheme which would merge the area en bloc with the Eastern area, and create an Eastern district.

They have also suggested that as a contribution towards the economies, which they recognise must be made, a new, more centrally located office could be established between Nottingham and the Eastern area office at Cambridge.
