Which of the following most accurately describes the problem?

THE main alterations embodied in the Goods Vehicles (Licences and Prohibitions). Regulations, 1936, to come into force on May 1, are as follow : —(1) Applications (Regulations 5 and 7): Applications for C licences no longer to be made in duplicate. Dates for submission revised to take account of different procedure required for the various types of application. Applications, other than for a variation which the Authority is bound to grant, must reach him : (a) those relating to A or B licences, not less than eight weeks; (h) for C licences in substitution for existing licences, not less than four weeks; (c) other applications relating to C licences, not less than two weeks before the date on which the licence or variation is to take effect.

(2) Objections (Regulation 10 and Third Schedule) : Every objection must be written in the form set out in the Third Schedule to the Regulations and signed by the person making it, or a person duly authorized. It must reach the Authority within 14 days of notice appearing in "Applications and Decisions," a copy being sent by the objector to the applicant at the same

time. The form provides for objections to be stated more precisely.

(3). Identity Certificates (Regulation 12): On and after October 1, 1936, Clicensed vehicles must display an identity certificate as with A and B licences. They will be :issued without application.

c20 (4) Fees (Regulation 14) : The provisions have been amended to indicate fully the fees to be charged, in particular, where licence for currency period is granted in substitution for shortterm administrative licence, and where vehicles to be acquired are brought into use.

(5) Temporary •Replacement of Authorized Vehicles (Regulation 15) : Provides machinery for expeditious issue of licence, without fee, authorizing temporary use of a vehicle to replace authorized vehicle destroyed, unfit for service or withdrawn for overhaul or repair. This applies to vehicles in possession, or to be hired without driver, not authorized under an existing licence. The weight must not exceed by 10 cwt., or 25 per cent., whichever is greater, unladen weight of specified vehicle. Application may be letter explaining circumstances and accompanied by identity certificate of vehicle specified.
