Which of the following most accurately describes the problem?

A REGULAR EEC survey of the state of the road transport industry shows that Britain's hauliers are facing above-average financial problems and there has been a sharp fall in investment, reports our Brussels correspondent.

The survey is carried out quarterly in each EEC country. The latest figures relate to the first three months of this year, and paint a gloomy picture. More EEC transport firms report a slow-down in activity and an average 52 per cent of them admitted to encountering liquidity problems. in Britain, the number of firms with financial problems is as high as 64 per cent and it is even higher in France (67 per cent) and Italy (65 per cent).

Only 30 per cent of British haulage firms reported making investments in the first quarter of 1981, compared with 57 per cent at the end of 1980. There was a similar decline in investment in other EEC countries, with the figure falling from 40 per cent of firms to 30 per cent over the past nine months.
