Which of the following most accurately describes the problem?

EXPORTS of commercial vehicles in August, St 9,434, Were the lowest for the year so far (excepting June, when there were dock labour difficulties), but may be so because of the holiday period. Details appear in the accompanying table.

During August, 11,440 goods vehicles, road-haulage tractors andy special-type vehicles were produced, together with 82 battery-electrics, and the total passengervehicle output was 423. Weekly average output was 2,986 of all types, making 11,945 for the month.

Of the goods vehicles, road-haulage tractors and special types, 6,692 were of under l5-cwt. capacity, 1,841 15 cwt.3 tons, 1,360 3-6 tons, and 1,547 over 6 tons. Of the passenger vehicles, 286 were single-deck and 129 double-deck motorbuses and eight were trolleyboses.

In the eight months ended August, 194,587 goods vehicles, road-haulage tractors and special-type vehicles were produced, made up of 107,243 vehicles of up to 15-cwt. capacity, 45,613 15 cwt.-3 tons, 23,494 3-6 tons, and 18,237 over 6 tons.

There were also. produced 1,208 battery-eIectrics and 5,803 passenger vehicles, of which 4,176 were single-deck and 1,448 double-deck motorbuses, and 179 trolleybuses. Overall total for the eight months was 201.598.

The Society of Motor Manufacturers and Traders state that in the first half of the year Britain sent 13,845 commercial vehicles to Europe, 13,438 to Oceania, 6,911 to America, 8,532 to Asia and 18,762 to Africa, making a total of 61,488, a figure second to 80,242 exported by the U.S.A., but above that .of-Western Germany, 52,423.

Statistics issued by, the • Board of Trade show that production of 28,268 goods vehicles in September brought the output for the third quarter to 62,509, and that the manufacture of 1,013 public service vehicles in that month took the aggregate for the third quarter to 2,018.

September's exports of goods vehicles at 6,883 made a total of 25,905 for the quarter, and of 321 public service vehicles to 1,426 for the three months.
