Which of the following most accurately describes the problem?

CONSTRUCTION work has started on what will be Britain's longest crude oil pipeline when it is completed by the end of next year. The pipeline will run for nearly 60 miles across South Wales, linking the British Petroleum Company's new deep-water tanker terminal at Milford Haven with their Llandarcy refinery. It will have an annual capacity of 5m. tons., Site work has begun at the Llandarcy end and at present concentration is on the more difficult sections where the pipeline will run across roads, rivers and railways. Next spring, work will start on the main run of the line, which will be laid at the rate of two miles a week.
