Which of the following most accurately describes the problem?

In a recent case signal jammers were involved in the theft of 150 vans and led to the jailing of three men. In summer 2011 police swooped on premises in Kent where vehicles were being stored and broken down, and mobile phone jammers, car stereos and sat-nav equipment were also found.

Kent police say jammers were used to prevent a signal from being emitted from tracking devices installed in some of the vans. At the end of a three-and-ahalf week trial in February, three Lithuanian men were found guilty of conspiracy to handle stolen goods and sentenced to a total of seven-and-a-half years. The judge involved in the case described the gang as a “highly organised and professional organisation”.

In July 2010 two men were jailed for 16 years for their involvement in targeting high value loads on lorries. Jammers were used to prevent the LGVs from being tracked while a total of £6m worth of metal was being unloaded.
