Which of the following most accurately describes the problem?

A BOLTON DRIVER doctored his tacit° chart and running sheet to try and avoid a speeding fine in a -moment of madness". He has been given a sixmonth prison sentence suspended for 12 months and ordered to carry out a 200-hour Community Punishment Order.

Frank Hamer pleaded guilty at Bolton Crown Court to attempting to pervert the course of justice.

The court was told that Hamer had been clocked by a speed camera travelling at 35mph in a 30mph limit in Humberside. Instead of admitting the offence he decided to doctor his driving documents. He even changed one letter on the vehicle's registration number and when police tracked down the truck via the registration number he had given,it proved to have been in Bristol rather than Humberside on the day in question.

Appearing for Hamer, Oliver Jarvis said he was remorseful for what he had done in a moment of madness. At the time of the offence Hamer had been trying to get his own company off the ground while working as an agency driver. He had been a victim of worry and tiredness.

Sentencing Hamer, recorder Simon Killeen told him that offences that struck at the heart of the administration ofjustice would normally be met with an immediate custodial sentence. This amateurish attempt to avoid prosecution had left Hamer in a difficult position in relation to his family, his business and his liberty. Suspending the prison sentence, Killeen said Hamer was a man of a hitherto impeccable character who had led a good and industrious life.
