RECENTLY I had an opportunity I% of speaking to Mr. J. A. T. Hanlon, the Northern Licensing Authority, about his action at Penrith where he adjourned an application by H. B. Hellon Ltd., of Woodend (Cumberland), who had applied to vary an A licence, brought about by the conversion of a vehicle which had been modified by the fitting of a trailing axle so as to increase its specified weight by I ton 7 cwt, and, presumably, increasing its carrying capacity.

Mr. Hanlon, who 1 know has been worried by this problem for some years, said that he was not satisfied that the original construction of the vehicle could safely 'carry the extra weight and he indicated that he would not grant the variation unless a certificate from the manufacturers was produced to show that the extra weight could be safely borne.

Mr. Hanlon reckons that this is the first time since 1933 that the question has been raised, and I can find none who can disagree with this, "If, they (the manufacturers) say it is safe on the road, then I will accept their word and license the vehicle ", Mr. Hanlon told me.

I have since discussed this matter with several operators—large and small—and the unanimous reply is: "All power to Mr. Hanlon's arm." Well, can anyone 'really argue against this one? Perhaps, however, it would be safer if an independent motor engineer of repute could be asked to adjudicate. It could well be that 'a manufacturer would frown on a " doit-yourself " conversion, no matter how professional a job it was.
