Which of the following most accurately describes the problem?

J. Else, has granted an application by Progressive Deliveries Ltd., of Coventry, to vary a B licence by the addition of 10 car transporters of a total unladen weight of 10 tons each.

The original Conditions sought were to enable the carriage of motor vehicles an .wheels within Great Britain, but after hearing evidence at a public inquiry held last week at Birmingham, the Authority granted the application, subject to the conditions being amended to read: "Motor vehicles on wheels on specially constructed car transporters throughout Great Britain, excluding Ford vehicles from Ford factories." British Railways, objecting, withdrew from the case.

(An application by Progressive Deliveries, which was refused by the East Midland Licensing Authority recently, is discussed in Licensing Casebook on page 41.)
