Which of the following most accurately describes the problem?

'THE fact that it is illegal for groups

of people to hire a vehicle and to share the cost, excepting in certain specified instances, was stressed in a case at Dundee Sheriff Court, last week, when a taxi proprietor pleaded guilty to six charges involving the use of vehicles as stage carriages without the appropriate p.s.v. licences and without road service licences, A fine of £2 was imposed.

For the operator it was stated that the charges arose as the result of contract whereby a vehicle was sent to Caledon Shipyard to take a party to a fixed destination. The same passengers were later taken back to the shipyard. There was no doubt that the seven or eight men concerned were sharing the cost, although payment was made in a lump sum by the hirer.

Mr, C. F. M. Burrel, deputy procuralor-fiscal, said that the case was important because of the cheap taxi fares in Dundee. Road transport undertakings had to provide services whether they were paying or not, and, naturally, they took exception to somebody else stepping in and taking away prospective traffic.

The sharing of fares was permitted under certain conditions. There must not be more than four passengers, and the journey must not be one that was frequently made or as a matter of routine, Four people could travel to theatre, but they were not entitled to make a practice of it.

We are inclined to think that Mr. Barrel has gone rather far in making. these statements as, so far as we are aware, there is no law or bylaw to prevent a person or persons travelling by taxi wherever they desire and as often as they like. The question certainly raises points of considerable importance to taxi owners.

NEW P.S.V. LICENCE FEES. LINDER the Public Service Vehicles (Licences and Certificates) (Amendment) Provisional Regulations, 1939, the fee for a licence for a; public-service vehicle expressed to have effect from a date after March 31, 1939, shall be £2 for -each vehicle licensed. This was referred to in our issue dated February 24.

Where the holder satisfies the Commissioners that any vehicle in respect of which a licence was granted has passed permanently out of his possession prior to the date of expiry, a refund shall be made to him at the rate of fis, ad, for every two complete calendar months unexpired at the date on which he surrenders the licence, together with the relevant plate. In the case of licences granted at £3 in respect of each vehicle, such refund shall be at the rate of 10s. for every two calendar months.
