Which of the following most accurately describes the problem?

THERE is speculation that the Prime Minister is planning to call a General Election in the Autumn of 1981 This speculation gains credence when looked at alongside other factors.

The easing of hire purchase restrictions and falling interest rates will improve the economic picture and reduce unemployment. Consumer spending will increase and production will be stepped up to meet demand. There should follow an increase in vehicle registrations, perhaps not very dramatic but still significant.

Another move this week which would reduce unemployment is the renewed proposal to put road building out to tender in the private sector. Operators who cater for the construction industry will welcome such a move.

This may all be regarded as the early moves in an election campaign, but, politics aside, if it has the desired effect of reducing unemployment without accelerating inflation, then let us go ahead.

A counter campaign can be expected from the Opposition, who will produce arguments against expansion and privatisation of road building.

Now is not the time for delaying tactics. We need a gentle economic boost. We must reduce unemployment and we require the projected 200 bypasses now.

The industry is ready for an increase in demand. It has the men and the machines. It now awaits the work.
