• South Wales Licensing Authority John Mervyn Pugh renewed Newport based owner-driver Rodney Bell's 0-licence for five years, after hearing that the purchase of a new vehicle had solved his maintenance problems.

Bell, whose vehicles attracted prohibition notices in 1987 and 1989, told a Cardiff disciplinary inquiry that since he had bought a new Seddon Atkinson in October 1988 no faults whatsoever had been found in two annual tests and three spot checks. He said that it had been the best thing that he had ever done — he had previously run older vehicles which had cost him a lot in time, maintenance and repairs.

Bell added that he had already arranged to part exchange his present vehicle for another new truck in April.

Bell told the LA that he washed and polished the vehicle every Sunday and would not even let his son drive it.

Renewing the licence, Mervyn Pugh said that he wished every operator had the same inspiration and enthusiasm.
