Which of the following most accurately describes the problem?

Ala hearing before the North Western Traffic Commissioners in Manchester on Friday the Greater Manchester PTE was granted an application to increase its bus fares on Sunday, February 2.

Although some fares will go up by more than 20 per cent this will still not cover what was described as an unprecedented rise in costs.

The Commissioners were told that because of the rise in all costs — wages, fuel, buses and spares — a further application for an increase in fares could be expected later this year.

Several projects planned by the PTE had had to be indefinitely shelved for the sake of economy, and stringent measures were being taken to cut internal costs without essentially affecting services to the public.

Concessionary bus fares for children and the elderly will remain unaltered at 2p.
