THE USE of forged international road haulage permits had reached the level of an international scandal, MPs were told last week when they gave a Second Reading to a Bill dcsigned to prevent this abuse.

The warning came from Mr William Hamling (Labour, Woolwich West) when he spoke about the Bill, which he is sponsoring.

He noted that it was virtually a one-clause measure, designed to deal with a nuisance which was arising on the carriage of goods abroad, the use of forged licences or permits by rather unscrupulous operators.

The use of these permits was a very severe hindrance and difficulty for legitimate traders and operators who took the trouble to conform with the regulations and rules laid down between this country and European countries, said Mr Hamling.

The use of forged permits had been proliferating and was a very serious hindrance to the relationship country with Fi Belgium and various European countries.
