Which of the following most accurately describes the problem?

AN IDENTIFICATION system for lorry drivers entering Liverpool docks — possibly similar to the controversial system in force in Hull (CM, January 10) — is being considered. this week: "A driver identification system is being carefully explored for use at our docks, but has not yet been introduced".

A spokesman for the Road Haulage Association said that he hoped the Board would contact the Association before introducing any system.
