Which of the following most accurately describes the problem?

ALL BUS service in the London area came to a halt for 24 hours on Wednesday this week as crews went on strike in protest at the killing of a West Indian bus conductor in Wandsworth, South London, last week (CM last week). London Transport and London Country services were affected.

Meanwhile, a 29-year-old labourer from Bedfordshire was sentenced to two years' jail after being found guilty of attacking a bus conductor over a 2p fare argument.

Calls for better antihooligan devices on buses have been made in various parts of the country. London Transport has pointed out that it is fitting 5,000 buses with a warning device as fast as possible.
