Which of the following most accurately describes the problem?

The recommendations of Mr. Norman's Select Committee, reported in the issue of " TIIE COMMERCIAL MOTOR " for August gth, 1906, have, at last, taken definite shape. Although it is possible that changes may be desired in the regulations regarding horse-drawn cabs contained in the draft of the order, made by the Home Secretary, in pursuance of the Metropolitan Public Carriage Act, 1869, there is, in our opinion, little fault to find with the scale of fares settled for rnotorcabs, on all of which the fitting of a taximeter is to be compulsory, after July 1st. This scale forms Schedule 4 of the order, and it is given herewith. It will be noted that no mention is made of the four-mile radius which is applicable, evidently, to horse-cabs only, whilst the rate for hiring by time will rise, in the case of the motorcab, to 45. per hour, in lieu of 2S. 6d., the charge at present legal. It will be seen, by referring to our issue of December 27th (page 369) that the proposed fare for the first mile is considerably lower than that now in force in Berlin, where the charge, for this distance, is I mark, to pfennigs ; for distances of two miles, and over, the schedule approximates to that of the German capital.

The fare payable for the hiring of a hackney carriage fitted with a taximeter and propelled by mechanical means shall be according to the following scale and none other :—

(a) Not exceeding one mile, or for a period of time, or a journey not exceeding ten

minutes„. o 8 (b) Exceeding one mile or ten minutes :— (1) For each quarter mile, or for a period of time, or a journey, not exceeding

two and a half minutes 2 (2) For any less period or distance ...0 2 Provided always that the vehicle is driven at not less than, the rate of ordinary fast moving traffic.

In addition to the above the driver may be entitled to. charge the following extra payments : (t) Luggage :— Whether hired by distance or by time, or

whether within or without the radius—
