Which of the following most accurately describes the problem?

ASTRIKE by crews at Birmingham Corporation Transport's Quinton bus garage may be averted by an offer of new overtime schedules, which it is understood the department might make. The strike is scheduled for January 3, and is over concern about the new 40-hour week which takes effect on that date. The men fear that the new arrangements will mean less opportunities for working overtime.

An official of the TGWU responsible for the busmen said last week that the claim that there would be less overtime was not justified. There would be no increase in staff and with the same amount of work to be done it was obvious that there would have to be overtime.
