Which of the following most accurately describes the problem?

CTANDARDLZAT1ON on Leyland Adult teans, subject to review, has been approved by Edinburgh Corporation, which has sanctioned the spending of £134,483 to replace 100 double-decker buses over the next few years.

To ensure 1967-8 delivery existing con. tracts have been extended, which renews an earlier decision to replace 50 buses each year from 1966 to 1979. Delays in delivery were noted earlier this month when it was reported that 50 replacements were not due for delivery before June, 1966.

In view of this deteriorating delivery position, with delays of up to 18 months, the city will now reconsider the 50 per annum plan and seek to ensure delivery on a basis more suited to the actual needs.
