Which of the following most accurately describes the problem?

YORKSH1RE'S longest bus service— between Leeds and Whitby—is not to be truncated during January and February as has occurred during the past two years, when passengers had to change vehicles at Malton. This is in line with the policy of keeping transport facilities open to the resort during the worst of the winter snowstorms.

Mr. Tom Fraser was not prepared to permit the closed railway line on the MallonWhitby section to be used un,der normal circumstances, as asked for by Sir Alexander Spearman (MP for Scarborough and Whitby). Sir Alexander's request was made after an early snowstorm had made the use of a special train oft the line as far as Goatbland necessary to get schoolchildren to and from school.

Mr. Fraser had, however, asked the Railways Board to be prepared to run an emergency rail service on the WhitbyMalton section should the roads become impassable. The through bus service is operated jointly by United and West Yorkshire.
